Siding Repair & Replacement in Dallas, Oregon
Dallas sits where Rickreall Creek leaves the Coast Range, gets noticeably more rain than Salem, and has an older housing core than its 1990 median suggests.
Dallas, home of the Polk County Courthouse, sits about 14 miles west of Salem, and the siding questions here differ from Salem’s in three ways. The city runs its own Building Division, so building permits do not go to Polk County. It keeps a local register of historic landmarks and requires a certificate before exterior changes to them. And it is wetter: Dallas lies in the basin where Rickreall Creek leaves the Coast Range, with the hills on three sides, and gets roughly eight inches more rain a year than Salem. Under a 1990 median build year sits an old core, too. Describe the job once and we will follow up about a siding quote.
Permits: the Dallas Building Division
Dallas handles its own building permits. The city’s Building Division takes applications through Oregon ePermitting, where homeowners and licensed contractors can apply, upload plans, pay and schedule inspections, and it works to the 2023 Oregon Residential Specialty Code. Polk County’s building program confirms the split from the other side: the county issues building permits only for unincorporated Polk County and the City of Falls City, not for Dallas, Independence, Monmouth, Salem or Willamina. Electrical permits are the exception, and Dallas’s page sends them to the Polk County Building Department.
The Building Division publishes no list of permit-exempt work, so the state code decides. Section R105.2 of the Oregon Residential Specialty Code exempts “replacement or repair of siding not required to be fire-resistance rated”, and Oregon’s version of the code requires a one-hour fire-resistance rating on an exterior wall less than 3 feet from the lot line, closer than the 5 feet the national model code uses. So:
- Re-siding a wall set well back from the lot line needs no permit on a Dallas house.
- A wall within 3 feet of the property line may have to be fire-resistance rated, which changes the job. Ask the Building Division first.
- Rotted sheathing, or panel siding that is also the structural sheathing, is structural repair. Salem requires a permit for both; the Dallas Building Division can say how it handles the same work before the wall is opened.
The division also publishes the city’s structural design standards, among them a basic design wind speed of 97 mph (Exposure B), a roof snow load of 25 pounds per square foot and a 12-inch frost depth. They matter once a siding job turns into sheathing or framing repair. No permit does not mean no code: new siding still goes over a water-resistive barrier, with kickout flashing at roof-to-wall corners and, by default, a drainage gap behind it. Do you need a permit to replace siding? covers those rules, which a 2026 edition of the state code updates from October 1, 2026, with a six-month phase-in to April 1, 2027.
Historic landmarks and the downtown district
Dallas takes part in the federal Certified Local Government program, run in Oregon by the State Historic Preservation Office, and its historic preservation program is advised by the Dallas Local Landmarks Commission. State grant funding helped the city build a Local Landmarks Register. The rules sit in chapter 2.10 of the Dallas Development Code:
- A Certificate of Appropriateness comes first. No exterior part of a locally significant historic resource may be altered without a certificate signed by the city’s Historic Preservation Officer, and the certificate has to be shown to the building official before a permit is issued.
- Painting and ordinary maintenance are not alterations, unless they change a character-defining feature. The code also says nothing in it prevents ordinary maintenance that keeps the design, materials and appearance.
- Repair is preferred. Deteriorated historic features are encouraged to be repaired rather than replaced, and a replacement must match the old in design, color, texture and, where possible, materials.
On a landmark house, then, replacing a few rotted clapboards with matching wood is maintenance, while swapping wood siding for vinyl or fiber cement is an alteration that needs the certificate. Cedar and wood siding covers board-by-board repair of old wood siding.
The Dallas Downtown Historic District joined the National Register of Historic Places on May 24, 2024. It is commercial, not residential: 43 resources, 33 of them contributing, with a period of significance from 1870 to 1955, and the Polk County Courthouse, built about 1899, among them. The city’s code applies its design review to locally significant resources; for National Register resources listed after February 23, 2017, it applies only its demolition, relocation and archaeology sections. Dallas’s other National Register listings include the A.K. Wilson Building on Main Street and the Dallas Tannery.
An old core under a 1990 median
The Census Bureau puts the median Dallas home at 1990, but that middle figure hides an older town. The American Community Survey’s 2020-2024 five-year estimates (table B25034) break the stock down like this:
- About 11% built in 1939 or earlier. That is more than Salem’s 9%, and the largest pre-1940 share of any town covered here except Silverton. Dallas incorporated in 1874.
- About 13% from the 1940s through the 1960s and about 16% from the 1970s, so roughly 40% of Dallas homes predate 1980.
- About 31% from the 1980s and 1990s, with the 1990s the largest single decade at about 20%.
- About 30% from 2000 on.
About two-thirds of Dallas homes are single-family detached houses, and 67.9% are owner-occupied. The ZIP code area, 97338, reaches beyond city limits and leans slightly older (a median of 1987, with about 12% built in 1939 or earlier).
Pre-1940 and mid-century houses. Paint applied before 1978 may contain lead. When work on a pre-1978 house disturbs 20 square feet or more of painted exterior, Oregon requires a contractor holding a Construction Contractors Board lead-based paint renovation license, working lead-safe; the Oregon Health Authority explains the rules. On the oldest houses, expect several layers of paint on wood siding and trim, possibly a newer siding layer over the original, and soft wood at sills and the lowest courses; see dry rot in siding and trim.
1980s and 1990s houses. Almost a third of Dallas. Hardboard siding installed from 1980 through January 1998 falls in the Masonite settlement’s window, and LP Inner-Seal OSB siding installed before 1996 in the LP settlement’s; both are closed to claims. Swollen, softened drip edges on lap boards are the sign. Swelling hardboard or OSB siding explains how to recognize them, and T1-11 siding damage covers grooved plywood panels.
Houses since 2000. Their siding is usually still made, so repairs can be matched. James Hardie’s ZIP list puts 97338 in its HZ10 zone, as in Salem, so fiber cement here follows the HZ10 instructions, with 6 inches of clearance to finished grade.
Rain at the edge of the Coast Range
The nomination that put downtown Dallas on the National Register describes the town as bounded by the Coast Range on the north, south and west, in the U-shaped basin where Rickreall Creek leaves the mountains. The rain follows the terrain. NOAA’s 1991-2020 climate normals give:
- Dallas 2 NE station, about 2 miles north-northeast of town: an estimated 47.8 inches a year, with December near 8.7 inches and June through September about 3.9. The Dallas figure is an estimated normal built from a shorter record, but its temperature normals are standard: an average January low of 35.2°F and about 49 nights a year at or below freezing.
- Salem’s airport: about 40 inches a year, with about 7 in December.
- Falls City 2 SSW, about 9 miles southwest in the foothills: about 81 inches.
For siding, the extra rain means walls that stay wet longer each winter and a slightly shorter dry window for painting, so flashing, clearances and the paint film carry more of the load. A siding repair should fix the reason water got in, not just the boards, and the best siding for the Salem area’s climate compares how materials handle a long wet season. Green growth on shaded walls is covered in cleaning mildew and moss off siding.
Repair or replace on a Dallas house
On a sound wall with local damage, repair: a few boards, one corner below a roof edge, a patch around a window. Price a full replacement alongside when hardboard or OSB is failing on several walls, or when older wood siding has rot running through the lower courses. On a landmark house, repair in kind is the path that avoids a certificate; on a pre-1978 house, the lead-safe setup goes into either quote. Fiber cement and vinyl have their own pages.
What the published figures say about cost
There are no Dallas-specific siding prices. The nearest local figures come from the Remodeling 2024 Cost vs. Value Report (www.costvsvalue.com), for Albany, the closest market to the Salem area that the report covers. There, replacing 1,250 square feet of siding, trim included, averaged $17,948 with fiber cement and $19,172 with vinyl, vinyl above fiber cement for that market. Those are job averages, not quotes, and a Dallas house with a lot of rotted sheathing, lead-safe work or a landmark certificate will not look average. For smaller jobs, HomeGuide’s national range for siding repair is $2 to $14 per sq ft of repaired wall.

What to have ready for a Dallas quote
- The year the house was built, and whether it is on the city’s local landmarks register.
- Whether any wall is within 3 feet of a property line.
- Which walls show damage and what is above them: a roof edge, a window, a deck.
- For a pre-1978 house, the contractor’s CCB lead-based paint renovation license.
Requesting a quote in Dallas
Dallas’s ZIP code is 97338. Send a siding quote request with the build year and what you have seen on the walls. We will follow up about the quote; whoever prices the job, look them up on the CCB license search before signing anything. In the same part of Polk County, Monmouth and Independence also run their own building departments, and Salem, including West Salem, has its own permit and historic rules.
About Dallas
- Dallas runs its own Building Division, taking applications through Oregon ePermitting; Polk County issues building permits only outside city limits and in Falls City, though Dallas electrical permits come from the county.
- About 11% of Dallas homes were built in 1939 or earlier, a larger share than Salem, even though the median home dates from 1990 (Census ACS 2020-2024).
- Exterior changes to a locally significant historic resource need a Certificate of Appropriateness from the city before a building permit is issued; painting and ordinary maintenance do not.
- NOAA's 1991-2020 normals estimate about 48 inches of precipitation a year just outside Dallas, against about 40 at Salem's airport.

Common questions
Who issues building permits in Dallas, Oregon?
The City of Dallas Building Division, which takes applications through Oregon ePermitting. Polk County issues building permits only in unincorporated areas and Falls City, so a Dallas house does not go to the county for a building permit, though electrical permits for Dallas come from Polk County.
Does replacing siding in Dallas need a permit?
Oregon's residential code exempts replacing or repairing siding that is not required to be fire-resistance rated, and Oregon's version of the code requires that rating on a wall less than 3 feet from the property line. Dallas does not publish its own exemption list, so ask the Building Division before re-siding a wall near the lot line or repairing sheathing behind the siding.
Does a historic house in Dallas need approval to change its siding?
If it is a locally significant historic resource, yes. The Dallas Development Code requires a Certificate of Appropriateness from the city's Historic Preservation Officer before exterior alteration, and the building official will not issue a permit without it. Painting and ordinary maintenance that keep the design, materials and appearance are not alterations.
Is the Dallas Downtown Historic District residential?
No. It is a commercial district of 43 resources, listed on the National Register in May 2024 with a period of significance from 1870 to 1955. A house outside it can still be on the city's local landmarks register, so check a property's status with the city.
How much more rain does Dallas get than Salem?
NOAA's 1991-2020 normals for the Dallas 2 NE station, about 2 miles from town, estimate about 47.8 inches a year, against about 40 at Salem's airport. Falls City, about 9 miles southwest in the Coast Range foothills, averages about 81 inches.
Which ZIP code can request a siding quote in Dallas?
97338. Enter the ZIP code of the house rather than a P.O. box. The ZIP code area reaches beyond city limits, and houses outside the city get building permits from Polk County.
